Dear Dr. Henry,

We are appalled that you feel a regurgitated form letter from Kendall’s library of lies and deception was good enough to send to a large group of parents, teachers and students who are concerned about the current proven health risks to our children from the mandatory exposure to microwave radiation exposure in our schools.  Dr. Kendall disregarded and minimized thousands of peer-reviewed studies, providing proof of cancer, DNA damage, protein synthesis, stress response, and detrimental biological and health effects in humans that occur at radiation levels far below the existing Safety Code 6 Guideline.

Dr. Kendall was unable to provide the parents with even ONE peer reviewed study by a scientist or medical expert stating “exposure to microwave radiation is safe for children and the unborn.” He acted negligently and without due diligence in his duty to protect our children by failing to take reasonable steps to mitigate risk from radiation exposure in our classrooms. 

You have failed to provide us with an official response to the current findings of the US National Toxicology Program and the supporting Ramazzini Institute Study that confirmed the link to Cancer.

Dr. Stanwick has endorsed the installation of a known 2b carcinogen listed next to lead, DDT, methyl mercury, chloroform, and car exhaust as an acceptable risk in our schools.  We want to know is Cancer an acceptable risk too?

You state that “. . . and we continue to recommend people make personal choices to reduce their exposure.” How can parents make a Personal Choice to protect their children when microwave radiation exposure is mandatory in all our public schools and hospitals?

As a Provincial Health Officer and a civil servant, paid by the taxpayers of BC, you have failed to do your due diligence by willfully closing your eyes to our requests for answers. We expect our questions to be answered and immediate action to be taken to protect our children from harm in the classroom.

I am responding to a number of emails and letters you have sent in the last few months. I am aware that you have had several responses from my predecessor Dr. Kendall and from staff at the Ministry of Health on this issue. The Honourable Adrian Dix, Minister of Health, asked that I respond on his behalf.

As you are aware Health Canada administers the Radiation Emitting Devices Act which governs the sale, lease, and importation of radiation emitting devices. The agency has a mandate to carry out research into possible human effects, monitor scientific literature, and develop recommended human health exposure guidelines. Health Canada’s Safety Code 6 [https://www.canada.ca/en/health-canada/services/environmental-workplace-health/reports-publications/radiation/safety-code-6-health-canada-radiofrequency-exposure-guidelines-environmental-workplace-health-health-canada.html] sets out recommended limits for safe human exposure to electromagnetic fields (EMF). Safety Code 6 is designed to protect all age groups including children on a continuous basis and considers cumulative exposure to electromagnetic fields.

In British Columbia, the BC Centre for Disease Control (BCCDC) also provides information regarding the human health effects of electro-magnetic exposures. This information can be found at: http://www.bccdc.ca/health-info/health-your-environment/electro-magnetic-exposures.

In my role as Provincial Health Officer I, along with my colleagues across the country, continue to monitor the science around electromagnetic fields and have reviewed the recent publications with scientists at the BCCDC and the BC Cancer Agency. There continues to be more research needed around cellphone use and cancer and we continue to recommend people make personal choices to reduce their exposure. The scientific consensus, however, continues to support there is no evidence that exposure to wifi and smart metres and other devices which use radiofrequency transmission at current exposure levels poses a threat to health of children or adults in BC. The statement above remains the position of my office on this issue.

We request that the BC Provincial Health Officer provide the public with an official response to the findings of the US National Toxicology Program Expert Panel who concluded that there is “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation. This is serious health and safety matter that will cause permanent damage to thousands of children in all our public schools. Currently it is mandatory that our children be exposed RF Microwave Radiation with no way to shield themselves from this full body radiation, much like the rats used in this study.

Parents have been robbed of their right to decide if this chronic exposure, an established 2B carcinogen listed next to lead, DDT, methyl mercury, chloroform, and car exhaust is an acceptable risk or whether precautionary measures should be implemented given there is alternative simple solution.

More and more schools are applying a 'No cell phone' policy during school hours due to distractions that negatively impact learning. This has made a huge impact on the reduction of radiation exposure our children are experiencing in our classrooms. However, the removal of the industrial strength Wi-Fi routers should implemented immediately and return to hard-wired Internet, which is faster, cheaper, more reliable, more secure and safer than wireless networks.

For as little as a one time cost of $500 US dollars every classroom would be provided with 40 Ethernet ports plus adapters for their wireless devices, costing about $20 per child, a small price to pay compared to brain surgery, chemotherapy, radiation treatments etc.

As the Provincial Health Office you have a duty to take reasonable steps to reduce wireless radiation in our schools given the overwhelming amount of evidence of harm that concerned parents have submitted.

Parents, teachers and students want to know why the BC Provincial Health Officer has not done her due diligence and informed the School Boards about the health risks from the prolonged and accumulative exposure to RF radiation emitting from wireless technology in our schools. 

On March 26-29, 2018, the National Toxicology Program (NTP), a 10-year study costing the US 25 million dollars, had eleven experts review the reports from the NTP's cell phone radiation studies. They concluded that exposure to cell phone radiation caused a rare cancer, malignant schwannoma in the heart, and incidences of glioma, a rare, aggressive and highly malignant brain cancer.

In January 1998, The Wingspread Conference held a three-day academic conference where the Precautionary Principle was defined. It was agreed the Precautionary Principle would be implemented when an activity raises threats of harm to human health or the environment, even if some cause and effect relationships are not fully established scientifically. Health is a Provincial Jurisdiction. Your duty and obligation as the Provincial Health Officer and as a Doctor is to implement the Precautionary Principle by honouring your Hippocratic Oath, “nil nocere” to do no harm and protect our children from this health crisis. 
 
All schools now employ industrial wireless networks, exposing students and staff to ubiquitous microwave radiation without any way to shield or avoid this mandatory exposure. Parents have never been informed of the health risks or given their written consent to expose their children to microwave radiation in our schools. School Districts have refused to educate students, parents and staff on how to avoid excessive RFR exposure when handling wireless devices during class time as outlined in user manuals, requirements mandated by law. 

Vancouver Island School Boards have shifted the responsibility of potential lawsuits caused by this wireless technology to their School Medical Health Officer, Dr. Stanwick, who has endorsed the installation of a known 2b carcinogen in our schools and is unable to provide parents with any peer reviewed studies stating the safety of radiation exposure. Dr. Stanwick then shifted “the responsibility for professional oversight” to the Provincial Health Officer. 

The BC Ministry of Education has stated they set educational standards, allocates funds and monitors student achievement but decisions regarding the planning and delivery of supports and services for all students are the responsibility of local boards of education and school district administrators. This includes decisions around exposure to RF frequencies and the use of WiFi in the classroom setting. 

The Health Minister Philpott was also unable to provide parents with peer reviewed studies stating the safety of Wifi safety in our schools and has instead relied on Health Canada’s Safety Code 6 exposure “guidelines.” 

But on February 20, 2013, James McNamee, scientist for Health Canada, admitted in the Superior Court of Quebec, that the Safety Code 6 guideline for microwave radiation emitting from wireless technology is based ONLY on thermal effects, heating of the skin. On page 3, inside the Safety Code 6 document it states, “These guidelines apply to all individuals working at, or visiting, federally regulated sites and may also be adopted by the provinces, industry or other interested parties.” Schools are not federally regulated sites and, therefore, SC 6 does not apply to wifi in schools. The fact that the provinces may Adopt SC 6 means that the provinces are free to set their own guidelines.

In a report by Dr. Martin Pall he discusses Ken Foster and John Moulder, 2 industry affiliated scientists who, for years, have argued that there is no evidence of harm from exposure to microwave radiation. These 2 “bent” scientists have been on Health Canada panels and reviewed Safety Code 6, stating it is protective of non-thermal effects, when it applies to thermal effects only. Tim Singer from Health Canada responded to a letter concerning the radiation levels in our schools by stating, Health Canada is aware of concerns related to Wi-Fi in schools, such decisions are not within Health Canada’s mandate. We recommend that you continue to consult your local school board or provincial authority to discuss your concerns. 

The finger pointing has now gone full circle and it is obvious that Provincial Health Officer will be held accountable for willfully ignoring the overwhelming amount of scientific proof of harm. 

Parents want to exercise their right to protect their children from harm and are calling on you to take immediate action to mitigate the risk and inform the School Boards throughout the province of the established health risks associated with long term exposure to microwave radiation by recommending the use of hard wired connections to access the Internet in our schools. 

The burden of proof should not be put upon the public to prove that it’s unsafe, but upon the industry to prove it is safe.

This issue is not a passion but a real concern regarding the latest scientific proof of harm to our children from the microwave radiation emitting from wireless technology in our classrooms. The School Boards have wilfully dismissed credible health information presented to them from qualified experts, nationally and internationally, which emphasizes children's heightened vulnerabilities and the need for "precautionary" measures to reduce exposure and risk from the harmful effects now.

Parents, teachers and students are frustrated because we have contacted the Provincial Health Officer, Dr. Bonnie Henry, Ministry of Health, Mr. Adrian Dix, Ministry of Education, Mr. Rob Fleming, Premier, Mr. John Horgan, requesting an official response to the findings of the US National Toxicology Program Expert Panel who concluded that there is “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation, only to be ignored. This information warrants the solicitation of a current letter re Wi-Fi safety from Dr. Bonnie Henry to ensure the latest peer reviewed studies and recommendations are being applied to make a sound decision regarding our children’s health and well being.

All our letters, emails and requests for an appointment to discuss this important health issue have fallen on deaf ears.

The most current letter on file is dated July 2011, from our School Health Officer, Dr. Stanwick, who was unable to provide us with any peer-reviewed studies stating the safety of microwave radiation exposure. Dr. Stanwick instead has shifted “the responsibility for professional oversight” to the Provincial Health Officer. Dr. Stanwick, appears to have no educational background on the biological health effects of RF radiation exposure, yet has endorsed the installation of a known 2b carcinogen listed next to lead, DDT, methyl mercury, chloroform, and car exhaust as an acceptable risk in our schools. It's 2019 and we want to know is Cancer an acceptable risk too?

Dear Willow and government officials,
I have just read your response of Fri, Dec 14, 2018 to Janis Hoffman (Parents for Safe Schools) and am utterly disgusted at the current state of ignorance expressed in your response, i.e. "not concerned about the risks of WiFi and cell phones".   Every parent should be concerned with the damage being done to the health of their children by exposure to pulsed microwave radiation, particularly in an "educational" environment.  Your stance indicates no concern so I suggest you also will require some additional education.

We are all electrical beings, and being bombarded by WiFi and other wireless technology billions of times per second interferes with our natural cellular and neurological behavior.  This has been known for many decades, yet because of the "head in the sand" ignorance displayed by many officials, obviously including yourself, you refuse to accept the findings of research scientists studying the damage being done to all living organisms from exposure to wireless radiation.  Hiding behind Health Canada's Safety Code 6 is the fact that such standard only concerns itself with trying to protect humans from thermal effects, absolutely no protection from biological damage.  In other words if the fluid in a test dummy head does not heat up more than one degree Celsius in six minutes while exposed to wireless radiation from the device being tested then everything is assumed to be acceptable.  Unfortunately, for devices such as cellphones, they are tested at a distance from the test dummy head rather than in direct contact.  

Read up on "Phonegate" where you will discover the majority of phones tested with direct head contact exceed the SAR limits, so that without a separation distance from the head it is unlikely such cellphones would have ever been offered to the public.  Same thing for wireless laptops now used in many schools -- proven to be damaging the sperm and ova of humans if used on the lap.  More evidence accumulates daily of the hazards to health of using wireless devices. 


It is sad to know the ignorance displayed by many "educators" in being blind to the proven DNA damaging use of wireless technology in the world today.  Wired technology uses less energy to operate and is much safer.  No manufacturer of wireless devices has ever stated they are safe to use, and no insurer will ever provide liability coverage for health damage resulting from their use.  What is it that the Wireless industry, the Insurance industry and many research scientists know that you don't want to know??  Simple -- wireless technology is damaging to all biological systems and so far it has never proven to be safe.

If you are really interested in protecting the health and well-being of students and others needlessly being exposed to wireless technology while in your care, research what educators in other countries such as Israel and France have done to remove WiFi and replace with wired Ethernet.  They are concerned about the risks of wireless and have acted on their concerns, rather than remaining in a state of ignorance as you obviously prefer.  
Shame on you.
