Dear Ms. Hoffmann,

As a once-proud Canadian, it saddens me greatly to say that I must concur with everything you said in your letter. Tim Singer’s reply to your letter was predictably vacuous and insincere, as usual! It is both a national tragedy and a national disgrace that Canada’s so-called Health Minister seems to be so totally unaware of and/or completely unwilling to hear any criticism of Health Canada … or of its globally-reviled Safety Code 6! For reasons only she knows, Canada’s health minister conducts herself as if she is completely ignorant of Health Canada’s long history of corruption and greed - which other countries of the world have long known.

If Prime Minister Trudeau only realized that his own three beautiful children, like Health Minister Petitpas Taylor’s eight siblings, are also likely to be hapless victims of this same corruption - if one of them hasn’t been already. Honest scientists the world over know that the $25-million, ten year NTP Study followed by the renowned Ramazzini Institute study both proved, conclusively, that non-thermal RF EMR CAUSES cancers. Informed people around the world are disgusted and angry that the WHO has allowed itself to be ‘captured’ by the industry-driven ICNIRP, which explains why neither agency will publicly acknowledge these two, acclaimed world-class studies.  Such is the corruption today. Such is the grip that the U.S. Military-Industrial-Complex has on the so-called International Health Regulatory Agencies of the world!

What the world is witnessing today is reminiscent of the closing chapter(s) of those dark, ugly days when tobacco, asbestos, Thalidomide, etc. were, in their day, the scourge of the earth. Only non-thermal EMF / EMR – both low (powerline 60 Hz) frequency and radio frequency is far, far worse, for it affects ALL living things, not just people!

No person and no living thing can escape non-thermal EMFs / EMR!

We are concerned grandparents, who have read your letter dated Nov. 29th responding to the wifi dangers clearly outlined by Parents for Safe Schools. 

We find that your response indicates you are NOT really seeking the truth, which IS  your responsibility. Your closing statement: 

"If new scientific evidence were to demonstrate that exposure to RF energy below levels found in Safety Code 6 is a concern, the Department would take appropriate action to help protect the health and safety of Canadians." 

clearly indicates that you are NOT reading the scientific evidence that has been repeatedly presented to you that it is already a danger!

We concur that although you have responded to Ms. Hoffman's letter, likely with a similar response to all concerned citizens' letters, you are clearly ignoring existing valid evidence and refusing any action to protect children. 

This means you are responsible for aiding and abetting one of the greatest health scandals of our century.

The Honourable Ginette Petitpas Taylor, Minister of Health, has been unable to provide parents with ONE peer reviewed study stating the safety of Wi-Fi safety in our schools and has instead relied on Health Canada’s Safety Code 6 exposure “guidelines.” 

But on February 20, 2013, James McNamee, scientist for Health Canada, admitted in the Superior Court of Quebec, that the Safety Code 6 guideline for microwave radiation emitting from wireless technology is based ONLY on thermal effects, heating of the skin. Your statement suggesting Health Canada scientists continually monitor the scientific research on human health effects of RF energy is misleading the public.

There are over 26,000 peer reviewed scientific studies on the health effects of electromagnetic radiation https://www.emf-portal.org/en and yet Health Canada’s summary of studies consist of 19 studies ranging from 1983 before the World Health Organization declare RF as a 2B carcinogen in 2011, to 2012, then jumping to 2016.

Health Canada has announced their support for a 2016 study by James McNamee, et al., done in 2012, where mice were exposed for 4 hours over 5 days and concluded no evidence of harm, claiming it was the most comprehensive study of its type ever done. https://www.ncbi.nlm.nih.gov/pubmed/27028625

This seems like a blatant attempt to maintain that their research supersedes that of the National Toxicology Program and Ramazzini studies, and holds more credibility with Health Canada.  How does this even compare to a child attending school where mandatory exposure is 6 hours, 5 days a week, for a full year? No one has any idea what the levels of microwave radiation per classroom is when 25 children are downloading on cell phones, laptops and other wireless devices under industrial strength Wi-Fi transmitters.  And let us not forget to include the wireless audio systems operating on another frequency and wireless white boards with overhead projectors that have been installed in every classroom.

You have failed to mention the 10-year Ramaazzini Study that supported the findings of the US NTP study. Ronald Melnick PhD, formerly the Senior NIH toxicologist who led the design of the NTP study on cell phone radiation now a Senior Science Advisor to Environmental Health Trust (EHT) stated, "All of the exposures used in the Ramazzini study were below the US FCC limits. These are permissible exposures according the FCC.  In other words, a person can legally be exposed to this level of radiation. Yet cancers occurred in these animals at these legally permitted levels. The Ramazzini findings are consistent with the NTP study demonstrating these effects are a reproducible finding."

The US National Toxicology Program Expert Panel concluded that there is “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation.  This is serious health and safety matter that will cause permanent damage to thousands of children in all our public schools. Currently it is mandatory that all children will be exposed RF Microwave Radiation  with no way to shield themselves from this full body radiation, much like the rats used in these studies.

A Canadian cancer specialist who testified before the Parliamentary Committee says Philpott’s failure to acknowledge the Committee’s findings is dangerous.  “We are already seeing increases in Glioblastoma, the most aggressive form of brain cancer,” said Dr. Anthony Miller, a cancer epidemiologist with the University of Toronto, who has been an advisor to the International Agency for Research on Cancer.

“This type brain cancer has been directly connected to cell phone use,” he said, referring to the findings of a $25 million US government study released in June.

It is disgraceful that this vital information, which provides justification for implementation of some guidelines and the Precautionary Principle, is hidden from the public.  When did our government decide that the profits from the wireless industry superseded the health and well being of our next generation?

Thank you for your recent email of October 29, 2018, addressed to the Honourable Ginette Petitpas Taylor, Minister of Health, concerning the use of Wi-Fi devices in schools. The Minister’s office has asked me to provide a detailed response on her behalf.

As mentioned in earlier correspondence, Health Canada develops radiofrequency (RF) exposure guidelines, commonly referred to as Safety Code 6, which is applied by Innovation, Science and Economic Development Canada in their regulatory standards for radiofrequency devices. Safety Code 6 takes into account all peer-reviewed scientific studies, including recent studies carried out worldwide, and employs a weight-of-evidence approach when evaluating possible health risks from exposure to RF energy.

The exposure limits in Safety Code 6 are set well below the lowest exposure level (threshold) at which any scientifically-established, adverse health effects occur and take into account the total exposure from all sources of RF energy. Health Canada scientists have concluded, on the basis of current scientific data, that the recommended human exposure levels in Safety Code 6 continue to be protective of the health of Canadians. 

Health Canada scientists continually monitor the scientific research on human health effects of RF energy. Please be assured that the Department is aware of the work of the United States National Toxicology (NTP) program. We have reviewed the final reports of the Cell Phone Radiofrequency Radiation studies conducted by NTP which were released on November 1, 2018. In these studies, NTP researchers looked at the effects of exposing rats and mice to extremely high levels of radiofrequency radiation throughout their entire body and lasting for most of their lifetime. The exposure levels in these studies ranged from 1.5 to 10 watts per kilogram of body weight.  These levels are 18 to 125 times higher than the whole body human exposure limit recommended in Safety Code 6. Such exposures are not representative of human exposures from cell phone use.

As advised in previous communications, decisions regarding the implementation of Wi-Fi in schools (provincially regulated) do not fall within Health Canada’s mandate. Consequently, we continue to encourage you to engage your local school board and provincial authority with respect to these concerns.

Health Canada scientists will continue to review the scientific literature related to possible health effects of RF exposures.  If new scientific evidence were to demonstrate that exposure to RF energy below levels found in Safety Code 6 is a concern, the Department would take appropriate action to help protect the health and safety of Canadians.

We now have the first clear evidence cell phone radiation can cause cancer in rats

March 2018 - Overall, the peer reviewers commended the study for its rigorous design and execution. George Corcoran, the chair of the department of pharmaceutical sciences at Wayne State University who sat on the panel, says the study was of a “gold standard for design and conduct” and was “comprehensive and robust throughout.”

How much is this wireless radiation exposure in our schools REALLY COSTING US?

Our request for a statement about the safety of wireless technology in our schools from our new Provincial Health Officer, Dr. Bonnie Henry has fallen on deaf ears. Parents have been robbed of their right to decide if this chronic exposure, an established 2B carcinogen listed next to lead, DDT, methyl mercury, chloroform, and car exhaust is an acceptable risk or whether precautionary measures should be implemented given there is alternative simple solution.

The removal of the industrial strength Wi-Fi routers should be implemented immediately and return to hard-wired Internet, which is faster, cheaper, more reliable, more secure and safer than wireless networks. For as little as a one time cost of $500 US dollars every classroom would be provided with 40 Ethernet ports plus adapters for their wireless devices, costing about $20 per child, a small price to pay compared to brain surgery, chemotherapy, radiation treatments etc.

The latest findings of the National Toxicology Program and the supporting Ramazzini Studies stating “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation, warrants the solicitation of a current letter re Wi-Fi safety from Dr. Bonnie Henry to ensure the most accurate health information and recommendations for all children were being used as a basis for sound decision making on such an important topic as our children’s health and well being.

Unfortunately our request for a statement about the safety of wireless technology in our schools from our new Provincial Health Officer, Dr. Bonnie Henry has gone unanswered.  The most current letter on file is dated July 2011, from our School Health Officer, Dr. Stanwick, who was unable to provide us with any peer-reviewed studies stating the safety of RF radiation exposure.  Dr. Stanwick instead has shifted “the responsibility for professional oversight” to the Provincial Health Officer. Dr. Stanwick, appears to have no educational background on the biological health effects of RF radiation exposure, yet has endorsed the installation of a known 2b carcinogen listed next to lead, DDT, methyl mercury, chloroform, and car exhaust as an acceptable risk in our schools.

The latest findings of the National Toxicology Program and the supporting Ramazzini Studies stating “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation, warrants the solicitation of a current letter re Wi-Fi safety from Dr. Bonnie Henry to ensure the most accurate health information and recommendations for all children were being used as a basis for sound decision making on such an important topic as our children’s health and well being.

Given the start of a new school year, parents, teachers and students are expecting a timely response to our concerns about this upcoming health crisis.

We request that the BC Provincial Health Officer provide the public with an official response to the findings of the US National Toxicology Program Expert Panel who concluded that there is “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation.  This is serious health and safety matter that will cause permanent damage to thousands of children in all our public schools. Currently it is mandatory that our children be exposed RF Microwave Radiation  with no way to shield themselves from this full body radiation, much like the rats used in this study.

Parents have been robbed of their right to decide if this chronic exposure, an established 2B carcinogen listed next to lead, DDT, methyl mercury, chloroform, and car exhaust is an acceptable risk or whether precautionary measures should be implemented given there is alternative simple solution.

More and more schools are applying a 'No cell phone' policy during school hours due to distractions that negatively impact learning. This has made a huge impact on the reduction of radiation exposure our children are experiencing in our classrooms.  However, the removal of the industrial strength Wi-Fi routers should implemented immediately and return to hard-wired Internet, which is faster, cheaper, more reliable, more secure and safer than wireless networks.

For as little as a one time cost of $500 US dollars every classroom would be provided with 40 Ethernet ports plus adapters for their wireless devices, costing about $20 per child, a small price to pay compared to brain surgery, chemotherapy, radiation treatments etc.

As the Provincial Health Office you have a duty to take reasonable steps to reduce wireless radiation in our schools given the overwhelming amount of evidence of harm that concerned parents have submitted.

On March 26-29, 2018, the National Toxicology Program (NTP), a 10-year study costing the US 25 million dollars, had eleven experts review the reports from the NTP's cell phone radiation studies. They concluded that exposure to cell phone radiation caused a rare cancer, malignant schwannoma in the heart, and incidences of glioma, a rare, aggressive and highly malignant brain cancer.

In January 1998, The Wingspread Conference held a three-day academic conference where the Precautionary Principle was defined. It was agreed the Precautionary Principle would be implemented when an activity raises threats of harm to human health or the environment, even if some cause and effect relationships are not fully established scientifically. The Precautionary Principle shifts the burden of proof, insisting that those responsible for an activity must vouch for its harmlessness and be held responsible if damage occurs.

Health is a Provincial Jurisdiction. Your duty and obligation as the Provincial Health Officer and as a Doctor is to implement the Precautionary Principle by honouring your Hippocratic Oath, “nil nocere” to do no harm and protect our children from this health crisis. 
 

All schools now employ industrial wireless networks, exposing students and staff to ubiquitous microwave radiation without any way to shield or avoid this mandatory exposure. Parents have never been informed of the health risks or given their written consent to expose their children to microwave radiation in our schools. School Districts have refused to educate students, parents and staff on how to avoid excessive RFR exposure when handling wireless devices during class time as outlined in user manuals, requirements mandated by law.  

Vancouver Island School Boards have shifted the responsibility of potential lawsuits caused by this wireless technology to their School Medical Health Officer, Dr. Stanwick, who has endorsed the installation of a known 2b carcinogen in our schools and is unable to provide parents with any peer reviewed studies stating the safety of radiation exposure. Dr. Stanwick then shifted “the responsibility for professional oversight” to the Provincial Health Officer. 

The BC Ministry of Education has stated they set educational standards, allocates funds and monitors student achievement but decisions regarding the planning and delivery of supports and services for all students are the responsibility of local boards of education and school district administrators. This includes decisions around exposure to RF frequencies and the use of WiFi in the classroom setting. 

The Health Minister Philpott was also unable to provide parents with peer reviewed studies stating the safety of Wifi safety in our schools and has instead relied on Health Canada’s Safety Code 6 exposure “guidelines.” 

But on February 20, 2013, James McNamee, scientist for Health Canada, admitted in the Superior Court of Quebec, that the Safety Code 6 guideline for microwave radiation emitting from wireless technology is based ONLY on thermal effects, heating of the skin. On page 3, inside the Safety Code 6 document it states, “These guidelines apply to all individuals working at, or visiting, federally regulated sites and may also be adopted by the provinces, industry or other interested parties.” Schools are not federally regulated sites and, therefore, SC 6 does not apply to wifi in schools. The fact that the provinces may Adopt SC 6 means that the provinces are free to set their own guidelines.

In a report by Dr. Martin Pall he discusses Ken Foster and John Moulder, 2 industry affiliated scientists who, for years, have argued that there is no evidence of harm from exposure to microwave radiation. These 2 “bent” scientists have been on Health Canada panels and reviewed Safety Code 6, stating it is protective of non-thermal effects, when it applies to thermal effects only. Tim Singer from Health Canada responded to a letter concerning the radiation levels in our schools by stating, Health Canada is aware of concerns related to Wi-Fi in schools, such decisions are not within Health Canada’s mandate. We recommend that you continue to consult your local school board or provincial authority to discuss your concerns. 

The finger pointing has now gone full circle and it is obvious that Provincial Health Officer will be held accountable for willfully ignoring the overwhelming amount of scientific proof of harm.
Parents want to exercise their right to protect their children from harm and are calling on you to take immediate action to mitigate the risk and inform the School Boards throughout the province of the established health risks associated with long term exposure to microwave radiation by recommending the use of hard wired connections to access the Internet in our schools. 

The burden of proof should not be put upon the public to prove that it’s unsafe, but upon the industry to prove it is safe.
